[GMVAtech 26] Re: Action items from last GMVA technical meeting

please correct me if I am wrong, but PREOB/POSTOB times
are not set in SCHED but in the local station procedure files.
This is something I could not change and should be changed at
the station (eg. in DRUDG).

In the station.dat from SCHED catalog, I only can adjust
TSETTLE, which is the time the telescope needs to settle
down after a slew. This is set already to 20sec.
